The TR EAEU 041/2017 will be implemented in 3 main stages:
Inventorying -
The procedure of collecting information on chemical substance which are used in chemical products and adding that information to the Register of chemical substances
Chemicals can contain only “existing” substances (i.e., chemical substances which are included into the Register)
-
November 2019
-
August 2020
-
Spring 2021*
*According to the original timeline of implementing the TR. No information on actual terms is available yet -
June 2, 2023*
*According to the original timeline of implementing the TR. No information on actual terms is available yet
- Main stage of inventorying (finished)
- Data processing by the authorized body
- Providing missing data
Authorities recommend checking the substances which are present in your chemicals in the EAEU Register upon its publishing
Forming the Register -
State registration of chemicals is based on the Register of chemical substances and mixtures of the EAEU – the main list of chemical substances. The Register is primarily formed through consolidation of the EAEU member countries’ national Registers
National Register
of Russia
National Register
of Armenia
National Register
of Kyrgyzstan
National Register
of Kazakhstan
National Register
of Belarus

State registration of chemicals
After the TR EAEU 041/2017 is implemented, the “no data – no market” principle will be imposed: chemicals will not be marketed without undergoing state registration first
Does the chemical contain banned substances?
Does the chemical contain new substances?
Does the chemical contain restricted substances in concentrations above allowed limits?

Types and timelines of state registration of chemicals

/ 02Registration timelines depend on the type of chemical (whether it is a substance or a mixture) and its annual tonnage released into the market
Type
SUBSTANCE
(a component in concentration of 80% wt. or above is present)
MIXTURE
(two and more substances which do not react with each other)
