EIP: Environmental Improvement Plan

In case of obtaining an IEP but the enterprise fails to achieve:

  • emission levels to air;
  • emission levels to water;
  • technological norms

EIP must be executed in:

up to 7 years

For certain categories of enterprises:

up to 14 years

*The maximal term of EIP execution is set to 14 years for objects, on which the number of employees is not less than 25% of the workforce of its location (town-forming organizations) or is above five thousand people, as well as for objects which are operated by federal state unitary enterprises, or by publicly traded companies whose shares are in the federal property and which manufacture goods or provide services and are strategically important for ensuring defensibility and safety of the state.

Information about the enterprise

its name, organizational and legal form and address (location) of a legal entity or last name, first name, patronymic (if any), place of residence of an individual entrepreneur carrying out economic and (or) other activities at the facility;

name of the object;

object category and code (in accordance with the certificate of state registration of the object, which is issued to a legal entity or individual entrepreneur carrying out economic and (or) other activities at the specified object, in accordance with Article 69_2 of the Federal Law of 10.01.2002 No. 7-FZ "On Environmental Protection")

Measures to reduce the negative impact to the environment

The list of measures aimed at reducing emissions of pollutants and (or) discharges of pollutants, indicating for each measure:

production (workshop, site), technological process, device, equipment or their combination (installation), as well as numbers of emission sources, information on the location of sources (outlets) of wastewater, for which the implementation of a given measure is planned;

lists of pollutants for which technological standards are not achieved, standards for permissible emissions, standards for permissible discharges of highly toxic substances, substances with carcinogenic, mutagenic properties (I, II hazard categories substances), indicating the actual and required values;

Target values and schedules

values and a schedule of the gradual reduction of emissions of pollutants, discharges of pollutants, including the name of each pollutant, for emission reduction whereof a given measure is aimed at, actual values of the volume or mass of emissions, discharges of each pollutant before the start of a given measure and the planned values of the volume or mass of emissions, discharges after the end of each stage of a given measure and after a given measure as a whole

Effectiveness indicators

Information on the effectiveness of measures, which contains the quantitative characteristics of reducing emissions of pollutants, discharges of pollutants

Financial indicators

volume and sources of funding for the program as a whole and for individual activities

Responsible officials

list of officials responsible for the implementation of measures

Reporting schedule

deadlines for submitting the annual reports on the EIP execution to the local agency of the Federal Service for Supervision of Natural Resources (at the location in which the enterprise with a negative environmental impact is registered)

EIP features

EIP must be approved by a joint committee

The Joint Committee is comprised of:

  • Chairman of the Committee – deputy Minister of Industry and Trade of the Russian Federation;
  • Deputy Chairman of the Committee – a representative of the Ministry of Industry and Trade of the Russian Federation;
  • 1 member of the Committee: a representative of the Ministry of Economic Development of the Russian Federation;
  • 2 members of the Committee: representatives of the Ministry of Natural Resources and Environment of the Russian Federation;
  • 1 member of the Committee: a representative of the Ministry of Energy of the Russian Federation;
  • 1 member of the Committee: a representative of the Ministry of Construction, Housing and Utilities of the Russian Federation;
  • 1 member of the Committee: a representative of the Ministry of Agriculture of the Russian Federation;
  • 1 member of the Committee: a representative of the State Atomic Energy Corporation “Rosatom”;
  • 85 members of the Committee – representatives of the executive authorities of the constituent entities of the Russian Federation (1 representative from each constituent entity of the Russian Federation);
  • 3 members of the Committee – representatives of public and expert organizations.

The effectiveness of the EIP must be grounded

For example:

  • references for applicable state support measures (BAT implementation);
  • economic and environmental benefits of EIP execution;
  • goals achieved by EIP execution;
  • scientific research materials; mathematical models, expert reviews, etc.

IEC: Industrial Environmental Control

Categories I, II and III enterprises must carry out internal monitoring of compliance with the requirements pertaining to environmental protection

Unlimited validity

Must be corrected in case technological processes, equipment or raw materials are changed

Within 60 days since the date of such changes
